Welcome to our Community, @Techsolution.

If there are other admins on the team, besides that user, then one of them can make another member an admin via the Members tab of their Admin Console.

It’s also possible to remove the previous admin from the same tab, and even transfer their files to the new admin or another member for that matter.

Finally, you can take a look here for more details on how to remove the unused license after that.

Let me know if you need anything else!

When I go into the Admin Console, the old employee no longer has a license nor is she a member with access. Yet from one of our shared folders, she still show under a column for number of members who have  access with a little face icon marked "owner" as its title. Does she or does she not still have access?

Hey @mindsprinter, thanks for your question.

If this was a simple shared folder (and not a team folder), and this person is the owner (creator) of the folder, they'll still have access to the folder.
