Suspend vs delete member account

In the case of a terminated employee, under what circumstances should the account be "suspended" rather than "deleted"?

In general, it’s up to the admin(s) to decide what happens with a team member’s account. 
 
As an admin, by deleting a member, you free up that license and are able to reuse it to invite a new user to the team. 
 
Suspended users though can be unsuspended and continue to use a license, which means that their data and sharing relationships remain intact as long as the account is suspended and available to the account admin.
