I recently create new business account. I try to create Team Folder in my account but there is no option eventhough I have Team Admin role.

Could it be that you have access to the new team folder structure? If you see a purple folder icon with one person on it on the website, then you have the new team space.
In this case, you can go to your Content tab in the admin console and select to create a new folder. You can check out this article for more info on how to create a top-level folder in the team shared space.

You can create a team folder from the admin console. You can find the relevant steps to this in this article.
If you're having trouble doing this, could you please give me a bit more info and screenshots (without any personal info) illustrating the behavior you're experiencing?
