You should be able to add a URL or a shared link to a file in the comments section of a Paper doc.
If you're not able to, could you give me some more info on exactly what you're seeing? Are any error messages popping up?

You can add a URL or a shared link as a comment on a file. Even if the hyperlink doesn't get applied, you can copy-paste it in your search bar and it will redirect you accordingly.
