Can I get my files back after upgrading again?

My Dropbox account was downgraded from plus to basic due my credit card expiring. Once I upgrade again, am I able to get all my files back prior to the downgrade?

Whether you downgrade or upgrade, your files are not removed from your account. Dropbox can’t and doesn’t alter files in such a way, including deleting them. 
If your storage has exceeded the storage limit upon downgrade, your files just don’t sync. This means that you’re not able to add new content or make edits to files or folders that will be applied to your account. 
Nonetheless, if you’re missing files, the first step I’d recommend looking into is your events page (which shows any changes that occurred to content in your account), your deleted files tab, and checking out this article in case you want to recover them
