Do you get the same behavior in an incognito window/private browsing mode?
Please try clearing your browsers cache as well and let me know if the issue persists.

I understand you don't have a Paper tab in your Dropbox account. Is your account a new Dropbox account? If so, no worries.

Thanks Fiona, but this thread does not address the problem I am having. When I try to go to my dropbox paper homepage, I am automatically taken to a new paper document. I also do not have access to paper on the left hand menu of my regular dropbox homepage.

I am sorry I did not clearly stated this in my last response. As the thread shared describes, new Dropbox accounts have the ability to create Paper docs, in the same place where they create other files. Under the "Files" tab. You are one of these accounts, from what you are describing.
This means that the Paper files can be in your normal folders now. Look!
