Thanks for posting your first question!

Dropbox cannot currently lock a folder. You can now lock a Dropbox file and you can also password protect shared links. You can read about his here. 

Locking a folder is not a Dropbox functionality yet, because your Dropbox folders can only be accessed by you and the people you choose to share with. If you don't share your folders, they cannot be accessed by other Dropbox users.
