Dropbox doesn't block access to your files at the end of a subscription. At most, syncing would stop if you were over your storage quota, but your files remain accessible.

How are you trying to access the files; through the Dropbox folder on your computer or the Dropbox website? What error message are you receiving?

It's a bit different when you cancel a Business account. You'll want to contact Support directly to see if they can assist you.

Do you use Dropbox Paper?

If so, we're starting a design feedback group and we'd love for you to be a part of it. We have paid feedback opportunities - both in person and remotely - for English speaking users based in the US.
