My dropbox stopped working and seems to be stuck on "Syncing..." and uploading files already that were uploaded to the cloud. There is no progress or status other than that.
In windows explorer, nearly all of the folders with no changes and were previously synced have the sync blue icon.
I have slow upload (<<100kb/s) and it seems like it will take possibly months for it to work again if it is indeed erronously re-uploading files to the cloud.

I have already tried restarting and reinstalling the latest version of Dropbox but it didn't help.
I'm going to try an "advanced" reinstall https://help.dropbox.com/desktop-web/advanced-reinstall
Doing a complete "advanced" reinstall as per the above link seems to have solved the issue. It now says: syncing 136,000 files, 40 minutes remaining.
I've tried using "unlinking and relinking" and "advanced reinstall", but it still stuck on syncing
I just checked my dropbox account on webpage and found the issue began around 6 days before
