What is difference between check with solid green background and white background on desktop app?

A green circle with a white check mark means that a file/folder has finished syncing the latest changes and is up to date across the website and other connected devices. 
A white circle with a green check mark means that the folder is Smart Synced and it’s in a mixed state, containing both local and online-only files:
  • Online-only files are marked with a cloud icon, which means that they appear in your Dropbox folder on your computer, but they’re not fully downloaded so as to save space on your device.
  • Local files are marked with a green circle and a check mark since they are downloaded and available locally on your computer.
