How can I save to Dropbox the contents (not an attachment) of an email on my iPad?

The iOS email app does not have a method for saving email messages as files. There may be third-party apps that can do it, but the stock apps don't allow for it.

 

That being said, if you don't mind a PDF file as the result, then you can "print" the email to PDF and export it to Dropbox. Follow the steps listed on the following page and choose the Save to Dropbox option on the share sheet.
