Good day,
Recently I noticed a charge on my credit card bill for Dropbox. Initially I joined when obtaining a certification to share files. On an ongoing basis I am not using it. Why am I still being charged? Where do I turn this feature off yet still have access to the files?

Dropbox is a subscription service; not a one-time charge. If you upgraded your account so you could join a shared folder, then you would continue to be charged until you cancel your subscription. You can refer to the following help article for information on how to cancel your subscription.

If these files were shared with you and you needed to upgrade your account to receive them (due to their size), then when you downgrade your account you may find that you're over your storage quota. If so, you will still be able to access the files in your account, but file syncing will stop and you won't be able to make changes to those files.

The folder doesn't go anywhere. Canceling a subscription only cancels the recurring billing for your account. It doesn't close the account completely (unless you later delete the account as well). When you cancel, the account will be downgraded to a Basic account at what would have been your next billing period. Basically, if your account renewed yesterday and you cancel today, you'll keep your account benefits until the next renewal, and at that point it will downgrade.
When your account is downgraded you'll lose the extra storage space, but not the files in it. So if you were on the Plus plan with 2TB of space, and you downgrade back to Basic, you'll go back to 2GB of space. If you have 500GB worth of data in the account, you'll still have access to all the files and you'll be able to download them from your account, but you won't be able to make any changes to the files in your account until you either upgrade again, or remove enough data from the account to put you back below your storage quota.
