Essentially the billing admin, aka the one who has used his email, and billing info to update the team's settings, should have received emails prior to the team getting in a locked state. Has this not been the case?
Also, it's important to note, that as long as you update the billing info and re-purchase the plan, the change should happen immediately. You can see more of this here.
