My predecessor selected a much larger plan than we need or can afford. I can reduce down the number of licenses from 7 to 3 which will help. But I still don't need the 5 TB of storage he selected. We only currently use under 300 MB. What options do I have?

For Dropbox Business plans the 5TB plan is the lowest one offered.
After that you'd move in to individual plans and so would lose some functionality as well as centralised billing/control etc.
