I need to access all my old files for a legal case. It is very important and I cannot get a single live person on the phone. I had dropbox for business then downgraded.

Were your files deleted, or perhaps the entire account? If so, it's unlikely that Dropbox would be able to recover them, but you can try asking Support.
There is no phone number to call. Active Business accounts can access phone support via a callback initiated from the Admin console. If you don't have an active Business account, you need to open a ticket with Support.
I downgraded but kept my account so I was hoping they're still in there someplace. I didn't want to upgrade just to get a reply or help from dropbox

Files aren't deleted when you downgrade your account, so any files you had should still be there as long as you didn't delete them yourself.
Downgrading a Business team places the team in a locked state. Team members can continue to access the team files as long as you haven't disbanded the team. If you disband the team, the team admin receives a copy of all team content and the team members each keep their own files.
