I can edit files on our church Dropbox, but I can't add a new member. The Dropbox 'owner' has an account, but he passed away a year ago. I know his Dropbox account id and password but when I log in it sends an email with a login code to his .comcast email account. Nobody know the password for his email account. Consequently I can't any new users. Any help would be greatly appreciated.

There wouldn't be a method of doing so, since this is a security measure.
As you don't have access to edit the membership of the shared folder, the only option left would be to copy the data into a new folder on your account, and then share that folder with everyone else.
Once you're certain everyone is in your folder, you can ask them to remove their access to the old shared folder.

Okay, so it sounds like you're referring to a shared folder, is this correct?
As an editor, you should be able to add new users to the folder, unless they previously restricted this.

It is a shared folder. When I attempt to add users I get this message 'You don’t have permission to manage membership of this folder'. Apparently only the owner has that permission.

In this case your only options will be to either get access to the owner's email (just note that you shouldn't be signing in to someone else's account as it's a terms violation), or to start a new shared folder, re-invite everyone to it and move the content from the old folder to the new folder.

I duplicated the folder and it seems I am now the owner of that so I should be able to give others access. Thank You
