I free up space, however they changes don't sync on the app

I free up space, however they changes don't sync on the app

My drop box shows a message that it was full and need to be upgrade..however i do not wish to upgrade and i just want to delete some files so that the space is still available for the future.. But when i delete the file, it did not sync and new files cannot be upload..why?

Do you delete the content using the app, or the website? 

 

Also, when you visit your plan page right here, how much have you exceeded your quota?
