I have no files on my Dropbox, no shared files, no photos - nothing.

 

However it shows I am using 26GB of 2GB storage.

 

I can't find a way to clear this.

I have no plans in upgrading.

Thanks for the info, this means that you have a backup taking up the space on your account, which can be viewed and disabled from this page.

Could you check the quota page to see where the breakdown of the quota is on your account?
