SOLVED Solved my own problem. Steps as follows: 1. Kill Dropbox 2. Uninstall DropBox 3. Delete the %appdata%\Dropbox folder. (Found this as an answer in an old Reddit post https://www.reddit.com/r/techsupport/comments/2fwuvg/dropbox_is_starting_stuck/. If you don't do this then you'll get stuck on 'Starting' at step 5). 4. Use the following link to install the latest stable version of the Dropbox desktop application: https://www.dropbox.com/downloading?build=70.4.93&plat=win&type=full (Thanks to Walter at this thread: use the following link to install the latest stable version of the Dropbox desktop application: https://www.dropbox.com/downloading?build=70.4.93&plat=win&type=full) 5. Restart Dropbox. You will have to sign in again with your credentials. This version of Dropbox will now be several generations out of date, but it is stable, and you will actually be able to get your work done. Seriously, it shouldn't be up to the user community to solve this. With the time elapsed Dropbox should have a solution immediately to hand, and even better should have fixed the problem.

It is still performing the one-time update. Dropbox is currently unusable. If this is not fixed within 24 hours I will need to find another service to migrate my team to. This is critical and will kill Dropbox as a business if it is not fixed with the utmost urgency.
