I also tried everything, deleting itunes, uninstalling, reinstalling applications, updating, registery settings, everything, nothing worked this time ( I had the same message a few years ago and found a different solution then, but that unfortunately stopped working for me). I finally, at the verge of giving up, stumbled onto the following which works for me consistently now, but I do have to repeat the process every time I want to do the upload which is annoying, but at least my photos and videos are now all safely backed up.
Step by Step Instructions to get Dropbox to upload your photos
Click on the Dropbox icon in taskbar and go to the settings icon (top right – looks like a cog). Click on it and select Preferences
Click on Import, then on “Change Autoplay Settings”
Scroll to the bottom of change autoplay settings, and click “reset all defaults”
Click on the Dropbox icon again, and pause sync (bottom line normally where it tells you sync status)
Click on Dropbox icon again, go to the settings icon, and click Exit Dropbox.
Now plug your phone into your computer. Your computer should prompt you what do you want to do with your phone, select Import Photos and Videos to Dropbox.
It should then take a minute or so, which will restart the dropbox application on your computer, search for your photos, then start uploading them.
P.S. Hopefully this will work for you, but next time you want to upload, you will likely have to repeat the process. I can’t make it stay working unfortunately.

Hi, i to have had this issue. It tends to crop up about every year or so, and i suspect it has something to do with the dropbox auto updater / or that in combination with IOS updates. There have been things that worked in the past, such as reseting your auto play settings to default, (to do this right click on the drop box icon, go to preferences, then to import, then click on Change Autoplay settings, then you can either set to defaults, or go to your phone, and select "ask me everytime". Another time i had to reset my trust settings on my phone, so that it would ask me again if i would trust my computer, but this is a long shot. P.S. to those who suggest you have to unlock your phone and go into your photos app, i personally have never found this to work. This most recent time, with the same phone software as you, all the old ways failed. I tried everything again. Finally i stumbled on a solution this morning, but i don't know if it is only working because i tried everything else as well, or if i could have just done this from the start to do a quick fix. I set my phone to ask me everytime. I uninstalled Itunes. Then i right clicked on the dropbox icon and clicked "exit". THen i plugged my phone back in, told it to upload to dropbox, this then made the dropbox program restart, and it is now working perfectly. Hope this helps you as well. P.P.S - i don't know if the uninstalling of itunes was necessary or not, perhaps someone can try it without this first and see if i could have avoided that step.

I spent about 3 days on this issue, doing everything you can imagine. My issue was caused after running a script to force a user account change from an old domain to a new domain name. I did forced uninstalls, complete registry clean-ups with removal of all links to dropbox, changed permissions in registry, tried offline and online re-installations, nothing worked.
Finally I found the solution that worked for me. I was unable to change the permissions of K1 in the registry until I uninstalled the windowns update KB2992611.
If you uninstall this update the Credential Manager starts working again and allows you to let the child folders accept the permissions from the parent dropbox folder in the registry.
I uninstalled this windows update, and uninstalled dropbox (normally this uninstaller will freeze, but seemed to still uninstall even if you give up and restarted the computer, then run task manager, and end the dropbox process, run regedit, and opened the permissions of the HKEY_CURRENT_USER\Software\Dropbox (right click on this folder), went to advanced, and unticked "Inherit permissions from objects parent" then applied that, and it asks if you want to just disconnect and make them independent or remove them, so select keep them as independent. Then go back into it again, and retick it, and it will read the permissions. then tick "replace all child permissions with inheritable permissions from this object" (make sure you have added the current/new user with the issue to the permissions list first and give them full access.
If it won't let you change the permissions, open command prompt as an administrator and type these 3 command lines in this order.

attrib +s +h credhist
Now go back to Regedit and try the step above again, it should work this time.
Restart the computer.
Now reinstall dropbox and it should work. takes a long time to then resync and sort itself out but it gets there eventually.
Hope I can save you some painful searching.
