Is it possible to automatically and continuously export a dropbox txt file into google spreadsheet?

This should certainly be possible. What have you tried so far? Webhooks or long-polling would be the right way to monitor the file for changes on the Dropbox side. I imagine Google has an API that would let you push the data into a spreadsheet anytime that it changed.

ok, thanks. I will have a look. I never have had luck using webhooks except via Zapier but that would cost too much
