It looks like you already found the Android Core SDK, which should suit your needs here. (Alternatively, you could use the new Java SDK for Dropbox API v2.)

Specifically, the metadata method lets you get a listing of files and folders for any particular path, which you can then display in a list view:

You can use getFile to download file contents:
