First, to clarify, note that the string in shared links like this, e.g., "r3p1au45g3rylvs" is not a user ID. It is a randomly generated string only used in the shared link.
If you want to get information about a shared link, you can use /2/sharing/get_shared_link_metadata:
https://www.dropbox.com/developers/documentation/http/documentation#sharing-get_shared_link_metadata
This does not give you the user ID for the user that owns the link, however. (It will give you the team member ID of the user that owns the link, under 'team_member_info', if and only if the owner is on the same team as the connected user account for the API call.)
Also, note that that is a link to the documentation for the HTTPS endpoints themselves, but we recommend using one of the official SDKs if possible:

To create shared links in the first place, you should use /2/sharing/create_shared_link_with_settings:
