Partner accont

Does Dropbox provide organization creation API with the partner account credentials? 
I want the below mentioned scenario by API and please let me know that is possible or not.
1. Created a partner account(manual)

2. create organization entity by API using partner account credentials.

2. Create and manage users under that organization by API.

    The Dropbox Business API allows you to programmatically manage existing Business teams, but it doesn't allow you to create them.
