For users on teams that are not using the "team space" configuration, their root_namespace_id and home_namespace_id will be identical. You can find more information in the Namespace Guide.
To check whether a user is a member of a team at all, you should check the FullAccount.team value returned by /2/users/get_current_account. It will be set if they are a member of a team, and will not be set if they are not.
