Can we generate new access toke short lived before previous one expires using refresh_token?

Hi,
Can we generate new access token short lived before previous one expires using refresh_token? As far as I know that a short lived token expires in 4 hrs so 
Is it OK to generate new one using the refresh token obtained in OAth code flow before expiration ?

    Yes, you can generate a new short-lived access token before a previous one expires.
