Dropbox StaffYes, this is the expected error message for this endpoint for a new account with Paper documents as files in the Dropbox filesystem.
For reference, from the /2/paper/docs/create documentation:
insufficient_permissionsVoid Your account does not have permissions to perform this action. This may be due to it only having access to Paper as files in the Dropbox filesystem. For more information, refer to the Paper Migration Guide.
