I very carefully followed all the steps for view only, making sure it was view only and not edit. Sent out the new link, got the same results. Very frustrating, as the whole idea is not to allow them to change anything in Dropbox.

Has somebody actually changed the file, or, are you clicking on the link and seeing you can edit it? If so thats correct as Dropbox detects you are an owner and so have the rights to do so.
