I very carefully followed all the steps for view only, making sure it was view only and not edit. Sent out the new link, got the same results. Very frustrating, as the whole idea is not to allow them to change anything in Dropbox.

I hope I am not overtaking , but if you sent a link to someone that is for view-only, if they opened the link, they will see " Edit a copy" on the top left corner of the screen, and also they can choose to log in to their Dropbox account if they want to save the files to their Dropbox as copies. They can rename it, and can even delete it. But it doesn't mean the original files in your link is deleted or renamed. I am sending you a screenshot on the recipient's perspective if you send them a link that is set to view-only for your reference:
