Well, a view-only link doesn't provide that ability. It's simply not possible for someone else to access a view-only link and edit or delete the files. Either the link is being created with edit access, or it's as Mark mentions and you're testing the link yourself and seeing those results.
Another option could be if people are requesting access after receiving the link and you're granting it, in which case they're requesting edit access to the folder and you're granting it.

To add to this, a third possibility is that the file is inside an already shared folder which they have access to and so the shared link is taking them to a directory they can access already with shared permissions at http://www.dropbox.com/share
