Yes. As per emails HTML stopped being rendered/displayed on the 1st of October. After that they would download only for free users. Paying users have until Sept. 2017

I do not need to share images. I need to share full HTML files - as in web hosting my Storyline courses.

Then you'll need to find a web host. Dropbox is not a web host and can no longer host HTML files in that manner. You can share them as individual files, but it will not render them in a browser. For that you'll need a proper web host, which Dropbox was never intended to serve as.
