It shoudnt be as its marked as resolved.
Try a CTRL + R on the link.

It's not working. People keep reaching out reporting that links from dl.dropboxusercontent.com don't work right now. Any intel?

Yes, it started working again yesterday afternoon. Any ideas what the issue was? This has happened multiple times lately.
