Dropbox desktop app is running, and is uploading files, but not downloading to my Mac

It is a standard install, directly on my Mac.
They've run through proxy settings, SSL, firewall settings, and malware software and all are set appropriately.
I just rebooted my computer and the Dropbox icon is back. I tried reinstalling Dropbox on my other new computer and I still can't open files.
When I click on the Dropbox menu item, it says, "Trouble opening files? Right now, some apps on your Mac may have trouble opening on-line only files." When I click Learn More, it takes me to a page I can't list as it contains invalid HTML.
Following the instructions, I still cannot open files that are only in the cloud. I double-click on them, the correct app opens, but the file never downloads. Meanwhile, I can save files to Dropbox, but they automatically become online only and I can't download them, even though I just saved them to Dropbox.
The article also says:

When I follow the instructions on the linked page, I get the message, “You are not eligible for Dropbox on File Provider at this time.”
So I'm stuck.

Out of interest what OS version are you using?
Have you tried the advanced reinstall as I linked to? There was a version released this past week which hasnt played well with stuff
