２段階認証コードが送信されない

2段階認証を設定したいのですが、テキスト メッセージを使用を選択して先頭のゼロを抜いた携帯番号を入力して次へを押してもコードが届きません。SMSの拒否設定や登録外の拒否も確認しました。

    スマートフォンで 2 段階認証コードを SMS メッセージで受信することを選択し、最初のメッセージが届かないという場合は、オフラインのモバイル認証アプリを使用してセキュリティ コードを生成することをおすすめします。認証アプリは、iOS、Android、BlackBerry、Windows Phone 7 でのご利用が可能です。こうしたアプリケーションの詳細についてはこちらをご覧ください。
