Is there any way to find out who modified or created the file using Dropbox API?

Doesn't get_metadata work for you? Take a look on sharing_info.modified_by when result is FileMetadata type (i.e. ".tag": "file").

@Andrey_Golub1 As Здравко mentioned, you can get the information about who last modified a file from the FileMetadata.sharing_info.modified_by information returned by /2/files/get_metadata (or elsewhere, such as /2/files/list_folder[/continue]). 

The Dropbox API doesn't return information about which user originally created a particular file, but I'll pass this along as a feature request. I can't promise if or when that might be implemented though.
