there is any way from programming to realize that the file still needs to be synced? Like a file property?
In other words how to realize from programming that the Dropbox icon is blue and not green?

Yes I am using API from Programming Excel Vba

No, unfortunately the Dropbox API doesn't offer a way to determine which files are currently syncing, but I'll pass this along as a feature request. I can't promise if or when that might be implemented though.
