The Dropbox API doesn't offer a call to append data to an existing file, but I'll be sure to pass this along as a feature request.

You'll need to upload the full contents of the new version of the file instead.

i hope Dropbox will do it,

but some file not need the full content,

Sample

SQlite database file not need the version,

i will explain

i wish to put teh database file on the dropbox then i can connect from my computer using API to addd records , or  retrieve some data

because the version of Sqlite in my pc , so the dropbox will just still as cloud file storage.

I think it could work on Dropbox but i need the connection path on the my acccount dropbox.

Dropbox doesn't offer any sort of SQLite interface. You'll need to download/upload the full updated file each time like any other file.
