download file using python API frpm another user
I am able to downoad and upload files from my Dropbox account using Python or command line
But can I download files from another user?

Every API call for uploading or downloading to/from a Dropbox account requires an access token for that account. You can easily generate an access token for your own account, but to get them for other users of your app, you'll need to send them through the OAuth app authorization flow.
