#1. Yes, the Dropbox API does have various ways to upload and download content.

To access content, in various scenarios:

https://www.dropbox.com/developers/core/docs#files-GET
https://www.dropbox.com/developers/core/docs#shares
https://www.dropbox.com/developers/core/docs#media
https://www.dropbox.com/developers/core/docs#thumbnails

To upload content:

https://www.dropbox.com/developers/core/docs#files_put
or
https://www.dropbox.com/developers/core/docs#chunked-upload and https://www.dropbox.com/developers/core/docs#commit-chunked-upload

#2. I don't really have the information to compare Dropbox with other such solutions, so you'll have to try and compare those from your own tests.

#3. There are limits on link usage. You can find the information here:

https://www.dropbox.com/help/4204

#4. The API works like the rest of Dropbox in that files are accessible as long as they're not deleted from the account, e.g., by the user via the website, desktop or mobile clients, or the API.

#5. I'm not sure what you mean specifically. If you try this and run in to an error, post the specifics (e.g., code, sample link, error message) and we'll be happy to help.
