Incorrect AddFolderMemberError when not allowed to share externally

When I set 'Sharing files and folders externally' off for a Team and try to do Sharing/AddFolderMember for an external email address, I get the 'NoPermission' error instead of the 'CantShareOutsideTe...

You can just leave this open. I'll follow up here once I have an update on this.
