Permission changes aren't persisted in my App.

I created an App in Dropbox for API access, I am using a generated access token. When I set permissions in the app, those changes don't persist.

    I did figure out my issue. 
    There is a Submit button that shows up at the bottom of the page, over the footer. Each tab in the App Console, the UI is different for saving your changes and that's a horrible UX...
