Can you see who downloaded a file if they did it without logging in?

If someone downloaded a file without logging into an account, could the host who has viewer history on, see who exactly downloaded it or see the IP address of that anonymous user? Is it different for...

Thanks! So if a guest opened the link and downloaded it without logging in, it wouldn't show that they downloaded it or even their IP address? No matter the type of plan the host has?
