How can I tell if a file I own has been downloaded?

How can I tell if a file I own has been downloaded?  I have a very contentious situation and need to document when and if it was downloaded.

Dropbox only tracks on certain paid accounts and if its a link which was shared to an individual - if it was a public link anybody could access there is no tracking information available I'm afraid.
