No ‘ Make Owner’ option in drop down menu

I am the folder owner and trying to make someone else an owner but there is no ‘make owner’ option for the other member only ‘can edit’ ‘can view’ currently the person I want to make an owner is set to ‘can edit’
Help!

    Found the problem! I wasn’t on the parent folder!
