Hi there zziippii - thanks for posting on our Community and happy Monday!
I'm afraid there's no way to backup your Downloads folder to Dropbox if your Dropbox folder isn't located in your computer's primary drive at this time.
You'll need to move your Dropbox folder back to the C drive if you'd like to enable the Dropbox Backup feature for your computer's OS folders.
I wish I had a better answer for you.

thank you
I have a separate partition for my private content
separated from installation and system content
this is the reason dropbox is not on C
but physicaly it is the same drive.
in google drive I can do it.
I prefer not to mix with too much cloud solution
but if no other solution in fropbox I will use google drive
I will write a feature suggestion
thanks,
tzipi
