The PDF editor in Dropbox doesn't have that feature. It's just a simple editor allowing your to add/delete/move pages and add text. You'll need to open the PDF file in another editor to be able to add shapes.
When previewing a PDF file in your account, click the ellipsis, select Open in and then Smallpdf. Your PDF file will open in an external editor and you'll be able to add shapes to it.
The other alternative is to download the file to your computer and opening it in a PDF editor of your choice.
