Would it be possible, though, to have the other users access their Dropbox accounts from a browser, to see if they can locate the files there?
This will help us check if the issue lies with the original user or the other ones.
Also, can the original user take a look at the sync status of their Dropbox application?
To do so, they'll need to hover over the Dropbox icon in their system tray/menu bar.

Hello. We were finally got this issue again. On Friday the original uploader added a pdf to Dropbox but when someone else when to get the file it could not be viewed in the browser or explorer. Confirmed that the status in the system tray says everything was synced. As of this morning the file could be seen on the web browser but not the file explorer.

We aren't receiving an error code or response as much as the file is not there. Are you looking for a screen shot of both browser and explorer.

Yes, I'd need a screenshot of the file showing up on the end of the person who uploaded it (and/or can see it on the website and/or the desktop app) so that we can have visual too Elijah Davis?
Did you try renaming the file by any chance?
