Folders on Dropbox website
I have Dropbox Plus installed on two computers and a phone. I can see my folders on all devices but not the website. Changes to a file made on one device do not show on another. Different browsers make no difference.
On the website when you go to www.dropbox.com/account/plan what does it say? If you dont see the Plus account you have logged in to a different account on the web to your devices. Check what email you are using on the mobile devices and computers and log in to that one exactly.
