Why can't I share a link to a file I uploaded from Google Drive?

I uploaded a file from Google Drive. Why can't I create a share link? Do I need to upgrade for this feature? It tells me I don't have permissions. It let's me create a link for whole Google drive uploads, but not for a single file.

    Also, how did you upload this file in the first place?
