Can I just speak with someone on live chat or a phone call ? I see are no longer a support option. This should not be so difficult. Who do I send screenshot proof or bank statements showing I never received the supposed refund to?

From what you're saying it did end up in your PayPal account, but it still shows as a pending transaction. That would indicate that Dropbox has already issued the refund from their end and it's just waiting to clear with PayPal. Have you reached out to PayPal to ask what the delay could be? That would be my first step if this happened with my account.
